[companion-discuss] Code Review Request: Update of Tclx Package

This is a code review request for the update of the tclx package to version 8.4.

These changes are primarily due to suggestions by Mike Sullivan.

Details:

1.  The new source code is added and version numbers updated where needed.
2.  A METADATA file is added.
3.  Copyrights modified and sccs ids removed.
4.  Because tclx needs the tcl and tk source files, these are put into usr/src/TclTk
    subdirectories tcl and tk.  The source files come from the tcl and tk source in
    the SFW consolidation.
5. The Makefile.sfw is modified to remove patches no longer needed and to add
    a patch for the configure file in the source directory.
6.  The install.sfw prototype_com files are modified to take in account files added,
     deleted, or renamed in this version.

This was built on NV 70.
