This is a code review request for the update of libpcap to version 0.9.8 and tcpdump
3.9.8.

The webrev of this very simple update is at

Details:

1.  Source code files updated and now using bzip2 compression.
2.  Version numbers updated where needed.
3.  Minor patch file change.

This works with no problems in a nightly build.
