[companion-integrate] RTI - Re-addition of the SFWter package

This is an RTI for the re-addition of the SFWter package to the
Companion CD.  The webrev is at

This has been code reviewed and approved by Danek Duvall and Paul
Cunningham.   See the companion-discuss posts.

SFWter comes from the build of the screen software and installs files in
/usr/share/lib/terminfo/s/ rather than /opt/sfw.  This is unique in the
CCD packages.  Originally, this package was removed with the expectation
that it would be placed into Solaris.  This will eventually occur, but
for now SFWter needs to be on the CCD.  The SFWscrn and SFWscreenbrltty
packages have a dependency on the SFWter package.
