[companion-integrate] RTI - Update of SFWtop Package

This is a RTI for the update of the SFWtop package to version 3.6.1.

This has been code reviewed by Paul Cunningham (see companion-discuss)

The details are:

1. Update of version numbers in Makefile.sfw, install-sfw, and pkginfo.tmpl.
2. Update of copyright dates and removal of sccs ids where needed.
3. Removal of patch and response files that are no longer needed.
4. Addition of a METADATA file.
5. Replacement of source files.
6. This new version of top uses the standard configure mechanism and so
the Makefile.sfw has been modified to do this.

Reported problems with top builds in the previous version should no 
longer happen with this version.

This builds on NV 69 and an installation of the package produces a 
working top program.
