[companion-integrate] RTI - Update to SFWgviz (Graphviz) Package

This is a RTI for a minor fix to the graphviz package so that it will 
build properly in Nevada 70 - which it does.  The webrev is at

Details;

1. Removal to two lines in Makefile.sfw.
2. Addition of METADATA file.

This has been code reviewed by Paul Cunningham.  Changes suggested by 
Mike Sullivan.
