[companion-integrate] RTI - Update of fltk package

This is a RTI for the update of the
SFWfltk (fltk) package to version 1.1.7.

The webrev is at

This has been code reviewed by Paul Cunningham and approved.

Details:

This is a very simple update.

1.  The source file is updated and the .bz2
     compression is used.
2.  Version numbers are updated where needed.
3.  Copyrights updated and sccs ids removed.
4.  METADATA file added.

A nightly build is completely clean.  The package
installs with no problems.
