[companion-integrate] RTI - Update to SFWcurl Package

This is a RTI for the next update of the SFWcurl package to version 7.16.4.

This has been code reviewed by Paul Cunningham.

This is merely an attempt to keep up with curl updates.  The only things 
done where the addition of new source code and updates of version 
numbers in Makefile.sfw, install-sfw, pkginfo.tmpl and the METADATA file.

A nightly build is clean in NV 62.
