[companion-integrate] RTI - Update of plotutils

I would like to submit a RTI for an update of the Plotutils code to 
version 2.5 on the Companion CD.  The webrev is at

The code reviewer for this change has been Paul Cunningham (comments in 
companion-discuss).

Details of the changes are:

The changes were simple updates of version numbers, source files, 
copyrights, and the addition of a METADATA file.  A nightly build on 
Nevada 56 is clean.
