[companion-integrate] RTI for the update of the SFWctags package

This is a RTI for the update of the SFWctags package to version 5.7. The 
webrev is at

http://companion.sunfreeware.com/downloads/ctagswebrev/

The code has been reviewed by Paul Cunningham and one minor
change to the URL's in pkginfo.tmpl and the METADATA file have been made
at his suggestion.

Details -

1. Source replaced and .bz2 compression used.
2. Copyrights updated, sccs ids removed, version numbers updated
3. METADATA file added.

The update is very straightforward and a nightly build is clean.
