[companion-integrate] RTI for the update of the Guile package to version 1.6.8.

I have added the comment to the METADATA file as you suggest.  I have 
also checked all the info files that are generated in the CCD and find 
no zero-length info files, but in fact there are a few other zero-length 
files mostly in xemacs and elsewhere which I will track down.

I am doing the guile commit.
