Exactly how it works is up to the new OGB; I would expect it to be an  
open process with consultation in the Electorate. But according to the  
Charter itself it's a matter for the OGB & Sun:

(This refers to changes initiated by the OGB)

One reason for starting the wiki page[2] was to kick off that open  
process.
