Quick clarification: libvnicadm provides that functionality today, and
it can be used, in theory, to manage VNICs from any app. dladm(1M) is
one cusumer of that library.

In the future we'd like to specify the name of a virtual interface and
underlying NIC or virtual switch from zonecfg(1M), which would later
result in a VNIC to be created with the desired name (with the help of
GLDv3 vanity naming) without the need to invoke dladm(1M) separately.
