Ok details

box netra t1 ac200
nics - 2x eri + 1 hme or 2x eri + 1 qfe

had problems with b73 to b77

Ping out is fine
392 packets transmitted, 392 packets received, 0% packet loss
round-trip (ms)  min/avg/max/stddev = 0.496/0.567/0.900/0.034

Ping in is horrible
597 packets transmitted, 58 packets received, 90% packet loss
round-trip (ms)  min/avg/max/stddev = 0.436/263.6/5.04e+03/958.

So making it unusable.

Shared ip is fine, works as expected.

Also could be more of a zones problems in that the zone with ip-exclusive just takes the config of the global zones.  Only happens on this setup.
