I looked at an S10u5 machine and CKM_AES_CTR is listed.

However that wouldn't have been the data for S10 FCS.

I've updated the webrev with a fix that deals ensures we add the correct 
current list of mechanisms for the module regardless of what was there 
before and deals with a disabledlist being present.  It removes the need 
for the old mechanism list.
