This is one of those things that you either love or hate. Personally,
I *like* this behaviour, as it lets me type in the "underneath" window
without obscuring the upper ones.
THat said, it is customisable: From workspace Menu, pick Applications ->
Application manager -> Desktop controls -> Window style manager. Click
Raise window when made active, and you're good to go.
