The bug title probably should have been "Nothing *FROM JDS* should be in 
/usr/sfw anymore" - other consolidations, especially SFW itself, still
delivers a lot there.   Everyone will update on their own schedules.

(We'll be moving the X bits to /usr/X11 one of these days, but will probably
  leave symlinks for a little bit for existing binaries.)
