I am not sure we are talking the same thing, ;-). If same, I am still confused that I do not know what action invoke this behavior.
Generally, the active window is at the top. Sometimes/Occasionally it is not. In other words, I do not how to manually do it quickly. I only know a messy way: alt+middle button.
