Those menu items are in the UI spec, but I don't think we ever resolved
exactly how we wanted to implement them-- ideally, it should probably be
some sort of role-based access solution.

In the meantime, you can enable it for all users on your system by
editing /etc/X11/gdm/custom.conf, and adding the line:

SystemMenu=true

to the [greeter] section, and restarting gdm.  This will also add the
ability to shut down and reboot from the login screen.
