[desktop-discuss] Do we need add 'reboot' and 'shutdown' menu for root user?

Perhaps Nevada should switch now to GDM without the "drop to console 
login", adding VTs when they become available. Those users that require 
console login could make the switch to dtlogin until VTs become 
available in GDM.
