Suggestion from a related thread:

"Solaris has long included a command to allow the user on /dev/console
(which does not include Sun Rays) to suspend or shutdown the machine.
It's even bound by default to the power button on machines with software
controlled front power switches and to the power/sleep button on Sun  
keyboards.

"The command name is sys-suspend and a gnome version has been added  
(though not
correctly since the Motif one still pops up when I hit the power  
button on my
laptop, though it does come up when I hit the sleep/"Moon" key on my  
SPARC keyboard).

"Permission to shutdown the machine should be integrated with this  
mechanism,
which admins have known about since Solaris 2.6, and which already  
avoids
Sun Ray issues by restricting to /dev/console (though it will block  
use on
virtual consoles once they're added unless you plan appropriately)."
