[desktop-discuss] Change to manpages in the JDS builds

Before you build the JDS packages (Vermillion Development builds), you have to create the manpage tarballs. This is rather easy:

$ cd spec-files/Solaris/manpages
$ make

Done.
For internal builds we used to deliver manpage tarballs to a central area accessible by each build system. Unfortunately the central area was not being updated when manpages changed. Now each build begins with the rebuilding of the manpage tarballs.
