The entire full blown support need not exist as of today. JavaHelp
might be good enough to have something much more functional than
today.

Slowness is more to do with openoffice itself than the help.
Last I saw, the JavaHelp spec was open source, but all the authoring
tools available seemed to be 3rd party proprietary tools
(http://java.sun.com/products/javahelp/industry.html)
Anyway, I will field any queries to docs-discuss.

No, I am not sure. Initial coming up takes time and gives a overall
feeling of being sluggish.
