The reason why Solaris does not include encoding support for MP3
audio is because Sun doesn't own a license to ship MP3 encoding.
Sun does have a license for shipping MP3 decoders, which is why
Solaris does allow playback of MP3 files.

Let me remind people that it may or may not be legal for users to
install code that normally requires a purchased licensed to use.  Laws
differ from country-to-country, so people should ensure that no laws
are being broken before installing or using software that allows MP3
encoding.  It would be best to find a solution that does not avoid
paying required licensing fees.
