[desktop-discuss] PageUp/PageDown not working in GNOME Terminal 2.18.0

The most commonly used text-mode application is ... gnome-terminal.

So the strongest requirement for PgUp/PgDn is gnome-terminal,
and it is most important that it work as expected there.
vim can create its own window, and has other bindings for its
foward-page and backward-page functions.

There's a long history of terminal windows honoring PgUp/PgDn,
and applications have been written to deal with them.
Why does gnome-terminal need to create an exception?
