FWIW, the default was also chosen for self-consistency-- *all* the
standard GNOME shortcuts are prefixed by Shift in gnome-terminal, hence
Ctrl-C (for Copy) becomes Shift-Ctrl-C etc.  The PgUp/Dn one should
certainly be configurable, though (as the patch in the bug report
permits), then we can all ship whatever defaults our customers prefer.
