Yes, should be HAL.

What devices / mounts are reported by the command:

   eject -l


Even with a floppy drive and no media in the floppy drive, there
is no floppy icon on my JDS (Nevada b60) dekstop;  the floppy
icons appears as soon as HAL has mounted a filesystem from
a floppy media.
