make in the manpages directory solved it, thanks.  

The next thing I ran into was that evolution depends on Berkeley DB being installed, which isn't included in Solaris Express (at least not build 63).  I manually installed bdb from the spec file here:
https://svn.sourceforge.net/svnroot/pkgbuild/spec-files-extra/trunk/

I'm still building at this point.
