I tried with the "windows decoration" enabled and disabled.  No change. 
  The windows are always missing their borders.

Thanks!  That helped.  I was doing a cntl+alt+1st_mouse_click.  Just a 
click of the mouse.  The key was I had to hold the mouse button down the 
entire time.  This is very cool.
