I think this is a feature, not a bug. The Xorg server defaults to
use the "sundeadkeys" XkbVariant; in the past, the Xsun server had
the deadkeys feature disabled in the default setup. (At least for
german layout usb keyboards)
I'm currently using a change like this to get back the old Xsun
behavior, for a german layout (de) usb keyboard:
