I think I would personally disagree with that statement.  Particularly
(but not exclusively) in the case of a liveCD.  There is *no* way to put
everything a user might want onto a liveCD and thus into a menu.

Unless you mean, if an application that is installed isn't in a menu.  I
might be persuaded to agree.
