Last time I talked with the OSS team about it, they suggested they were
targeting phase 1 into Nevada build 88, though they suggested this might
slip due to resourcing.  Phase 1 is only introducing drivers, and not
the actual OSS interfaces, so this will improve driver support but will
not support building programs that depend on OSS interfaces.  Phase 1
will only support the existing SADA (Sun Audio Device Architecture)
interfaces (see "man audio").

I believe OSS interfaces are planned to integrate with OSS Phase 3,
which is targeting 2009.  However, this could easily change.  I
understand there is some push to integrate Phase 3 more early, but
it is too soon to tell about that.
