After a rather long discussion earlier on this list, it has become
clear that the answer to this question is "use CDE". Unfortunately,
CDE is about to become defunct.
Besides GNOME's inability to restore workspace sessions, there is the
little problem that new X11 windows automatically are given focus even
if the window manager is in "focus follows mouse" mode. It is quite
disconcerting (and dangerous) to all of a sudden be typing in some
other window simply because a window appeared. It is a sort of denial
of service. CDE does not have this problem.
On the plus side, I have yet to see an application accidentally jump
from one workspace to another as sometimes occurs with CDE.
