[distribution-discuss] Project Setup policy? Vote needed

That is one of the reasons I wanted to see new projects use
distribution-discuss instead; I think they could benefit from the
cross-pollination during their startup, and it definitely creates an
impression of "liveliness."

Yes, that's exactly what I was aiming for.
