I suspect we'll end up needing to abandon S10 at some point in order
to stay close to Nemo.

The packet flows would help, as would locking assumptions, reference
counts, and allocate/deallocate rules.

Since we have a burning need for this functionality in RBridges, I'll
(also) volunteer.
