FMAC may eventually support loadable policy modules, although the
precise form may differ from the current support in SELinux, which
itself is undergoing some re-design.  The current FMAC code base
predates the policy module support.  That support was introduced by a
later contribution to SELinux by another party and falls under their
copyright and license terms (GPL for utilities, LGPL for libraries).
