[g11n-notify] remove prototype.lccom

or better say g11n-closed/package/Makefile.pkg will create a empty
pkgmaps/prototype. The pkg is placeholder now because it contains
nothing.

I understand why you did it, but is it SUNWlccom EOL already? As far I
know no, so we can not remove files from a pkg without some process.
