Seperating nwam messages issue from bug:3083

Steps to recreate:
1)Install OpenSolaris 2008.06 snv_86a in Japanese locale
2)During the installation(or after login to the installed system) unplug/plug
back the network cable

Actual Result: Following nwam messages are not localized:
-Took interface <interfacename> down
-Brought interface <interfacename> up,got address <ipaddress>
