Yes and no. You have both Urkainian and Russian as languages (both
languages are "siblings" but still have huge differences in some areas)
in the Urkaine ; Urkainian is the offical language but many people there
speak both Russian and Urkainian (since Russian was mandatory in UA
schools before 1991).
AFAIK a locale like "uk_UA.UTF-8" would be the required one (to cover
goverment requirements) while "ru_UA.UTF-8" may be optional (but not
"obsolete").
