What was the locale in the global zone in the first case?
We try to preserve the user's locale on the client side of things like
ssh. Therefore I think the first case you tried worked as expected.
The second case also worked as expected, since connecting to a serial
console (whether a real or pseudo-device) there's no way to know what
character set and language the terminal expects.
