Why do you presume that ARC review is not going to be used for
Indiana?

And in any case, you misunderstand it seems the role of the ARC.
Although the ARC is where architectural cases are approved or not, they
don't themselves actually propose a course of action.  That's to be
done by someone(s) in the community.
