I certainly don't want to pigeon hole Indiana in this way - I think the
confusion, if it exists, is around the stated requirement that the
initial "core" when installed on a system has a usable desktop
environment without having going to a package repository and grabbing
more bits.  That is certainly a requirement but there are definitely
others.

In that respect, I think that "core" should include all of the
(redistributable) storage and network drivers that can be used to
initially install the core contents on a target ZFS file system and
then access the network to retrieve any additional content desired by
the user.
