In GNOME we do tarballs because it provides a way of providing snapshot source
releases where people don't need to know the details of the various repositories
to check out the source. It's also a good and efficient way for other vendors to
take those snapshots and integrate them into a binary product - ie. they don't
have to know about which branches to use for each component, but can just select
a set of tarballs that are known to work together nicely.

ON is obviously different, and with the introduction of distributed version
control systems, there's probably less of a need to do this.
