I was able to resolve my privileges problem by a very un-orthodox procedure.
I don't recommend this to the faint of heart!!  I created a new account with Administrator
privileges and veified it was working this was done via users & groups. That update 
/etc/user_attr then I deleted ouser_attr and hard linked user_attr to ouser_attr.
This resolved the battling  *_attr for power since they are now one in the same.
I then edited my account not touching the new one for safety and saved it.
The offending differences in user_attr vs ouser was type=normal. It should be noted
that post fix, I went to user & groups updated my privileges and again 'type=normal'  appeared, however, this time it was in both files and caused no conflict.  I am now able to use pfexec at will. A vast improvement.
