  pkgsend(1)'s send subcommand can send an SVR4 package up as a
  transaction; pkgsend's source is src/publish.py.  The distro-importer
  has more functionality and can deal with lists of SVR4 packages,
  moving files around, combining packages, etc.; it's located in
  src/util.
