Can your system identify and reach pkg.opensolaris.org? The package
you're trying to install is there and the server appears to be
functioning normally:
$ pkg image-create -F -a opensolaris.org=http://pkg.opensolaris.org:80
/tmp/testimage
$ cd /tmp/testimage
$ pkg install SUNWcsl
$ pkg info SUNWcsl
