The combined IpsPkgTool is in jepoardy external forces from within Sun 
are attempting to influence direction and design and while this may be 
worked out, it is equally possible that we are simply to far apart.

Over the Holidays I will decide on how to proceed.

However, In the end the end user will have a working package manager, maybe two.
