How big a base? Would it, for example, include gnome? Or java?

What fraction of the current install time is a target? With a single
CD, you would
hope that the initial install would be rather better than a full DVD install,
although the easiest way to improve install performance (don't use bzip)
might be a tradeoff against squeezing as much as possible onto the one CD.
