I recall folks demanding - and discussing about - that way back, as far 
as I can think of.
Seems to be underestimated in terms of its importance to many users.
I think Sun never wanted to offer a WM as (officially supported) login 
option, that may lack one or another exotic locale. Is that the reason, 
or has it to do with Security certification processes?
The intentions were good: Being totally professional. But I guess what 
Solaris did get as one result of it has been bad press and some desktop 
users running away (assumption).
