Actually, Indiana is going to be the endeavor to renovate all of those
older buildings, as you put it. And in my mind, that also means
updating /bin/sh with something more modern. That might be ksh93 or
might be bash or perhaps something else altogether. The fact that you
haven't seen a formal proposal to upgrade /bin/sh doesn't mean there's
no intent to do the work but rather it's a lower priority at the moment
than some other tasks.
If you would like to do the work, please file such a RFE at
http://bugs.opensolaris.org/ and then request a sponsor to work with
