Bash could just as easily be installed by default so that's not a
reason at all.  It's simply that nobody has requested moving it to a
metacluster small then SUNWCuser.

And for the umpteenth time,

 	being ON != being part of the "core"

 	not being on ON != not being part of the "core"

(apologies for the double, triple, etc negatives!)
